The story of the game is that the princess wants to decorate her new home underwater, but to do so she needs money to buy things, which in the underwater world is represented by shells.

Obviously, the goal you have for the game is to help Ariel gather round as many shells as possible, which you then use to trade for different items. To get the shells, swim through the water with the mouse, collecting them when you swim over one, but make sure to avoid the eels, obstacles, and other sea creatures that are dangerous because bumping into them makes you lose shells.
